Persuade/convince
This is the skill to make someone do something he'd rather not do through use of sweet logic – or a bribe. Or to fire up several people. If you want to hold a flaming oration, you test on this skill. Though flaming orations should also be played out.
Bonuses and handicaps depend on the situation. To bribe a corrupt guard is generally easier than to explain to said guard, that it is of utmost importance to immediately release the imprisoned comrade of the player character free of charge and immediately.
